First step: pick a problem.
The world is fundamentally messed up. People with power can choose to develop our world wisely to benefit all people, but generally they don’t, and we all have to live with the consequences of these decisions. In complex societies, there are most varying power dynamics, which naturally favour some people and disregard others. This can lead to a lot of frustration in the common human, which said human then attempts to deal with through humour.
Second step: mock that problem.
Memes are a satirical form of humour. A meme is a reaction to a everyday frustration, through whose jokes you can somehow find relief in the fact that our world kinda sucks. Yeah, when Trump was elected, I got scared, but at least there's a whole bunch of memes that got made from it!
Third step: direct the meme to a target audience
The most successful memes revolve around a community. I've seen car memes, IB memes, swimming memes, political memes, specific TV show memes, and edgy teen memes. There are all kinds of memes, but what they all have in common is that they unite a common audience.
Memes are popular because people believe they are popular. I don't like cars, for example, so car memes don't mean anything to me. It’s literally a picture a some metal machine with words above and below it. But I have friends who are really into racing. Car memes, for them, are a synthesis of their pleasure into a single image: the meme brings them together with all their racing buddies who can joke and laugh about the common interest they share. They can drive away, be with the people (and vehicles) that are important to them, and forget about the problems in the world. The memes make them feel included, and valued. They love that feeling, and will keep wanting it. And so the memes will keep coming.
Let's look at another, more broad example: Harambe. The essential God of memes. I already wrote an answer about why Harambe is so popular, which boils it down to his adaptability, and the fact that people have strong (albeit pointless) opinions about him. The original audience of Harambe memes was animal rights groups (stop shooting innocent gorillas!!), then people mocking animal rights groups (whyyyyy are we mourning a dead gorilla??), then civil rights groups (was some aspect of race involved in the public retaliation to shooting a gorilla??), and eventually, it just spread out to any frustrated internet user. If you were treated unfairly, Harambe understands you. If this world is evil, there is a community bound together through this meme to get through it all. Doesn't matter who you are, because we’ve all got our dicks out for Harambe. This is a meme that is based on and has grown on the solidarity of its members, something that all successful memes do.
This is what I meant by emotional interaction, and it does require a target audience in which to interact. There are girl problem memes whose target audience is girls dealing with their frustrations, and then there are guy memes, targeting guys who are, in their frustration, reacting to the girl problems (which they do by making memes). Each meme gains power by being relatable and by bringing together a wronged party, and in this way they’re a lot better than conventional humour. Comedy is a suitable solution (or distraction) for any problem, but it feels so much better when you're also attacking the problem directly.
There you go! It doesn't take much to making a good meme, but you have to know how to play into people’s emotions to get them to react strongly to whatever idea you're trying to spread. You have to realize that people are sad and frustrated, and somehow offer them a solution or a vent, and a way to share it, while connecting to other people. It has to be familiar to a lot of people, and of course it actually has to be funny, too. But if you’ve got that, all the meme then has to do is get noticed!
